Pradhan Mantri Matsya Sampada Yojana (PMMSY): Six Years of Fisheries Transformation

Background

  • PMMSY was launched in 2020 as an umbrella scheme building on the Blue Revolution scheme.
  • It aims to address critical gaps across the fisheries value chain and promote inclusive, sustainable and modern fisheries development.
  • It is a Central Sector Scheme with a Centrally Sponsored Scheme (CSS) component.

Key Facts and Figures

  • Total outlay: ₹20,750 crore; ₹2,500 crore allocated in BE 2026–27.
  • Infrastructure investment (2020-21 to 2025-26): ₹21,394.88 crore approved, including a Central share of ₹9,510.89 crore.
  • Fish production: rose from 141.64 lakh tonnes (2019-20) to 197.75 lakh tonnes (2024-25).
  • Fisheries exports: increased from ₹46,663 crore (2019-20) to ₹73,890 crore (2025-26).
  • Employment: around 58 lakh persons engaged directly and indirectly.
  • 12 Integrated Aquaparks approved with investment of ₹713.80 crore.
  • Seaweed cultivation: projects worth ₹198.17 crore (2020-25).
  • Technology adoption: 12,081 Recirculatory Aquaculture Systems (RAS) and 4,205 Biofloc units supported.
  • Ornamental fisheries: 2,672 rearing/integrated units supported.
  • Fish Farmers Producer Organisations (FFPOs): 2,195 FFPOs with projects worth ₹544.86 crore (2021-22 to 2025-26).
  • Climate Resilient Coastal Fishermen Villages (CRCFV): 100 villages identified under the Central Sector component, with ₹200 lakh per village fully funded by the Centre.

PM-MKSSY Sub-Scheme

  • Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) is a Central Sector sub-scheme under PMMSY.
  • Operational 2023-24 to 2026-27 with an outlay of ₹6,000 crore.
  • Focuses on formalisation, insurance, institutional finance, quality assurance and traceability.
  • Launched the National Fisheries Digital Platform (NFDP) in September 2024 — a single-window digital system; over 37.01 lakh individual registrations as of 8 September 2026.

Major Components

  • Production & Productivity: technology-driven improvements in inland/marine fisheries, mariculture, seaweed cultivation, Himalayan and North-Eastern fisheries, ornamental fisheries.
  • Infrastructure & Post-Harvest: fishing harbours, fish landing centres, cold chains, deep-sea fishing, markets.
  • Fisheries Management & Safety: monitoring, control and surveillance (MCS), fisher and vessel insurance, extension services, safety of fishers at sea.
