Overview

India's rural and tribal development strategy has undergone a significant transformation, moving from traditional welfare delivery to empowerment, dignity, and decentralised partnerships. This comprehensive approach addresses multiple dimensions of development including basic services, livelihoods, skills, infrastructure, education, and financial security.

1. From Welfare Delivery to Decentralised Partnerships

Direct Fiscal Transfers

• 15th Finance Commission (2021-26): ₹2.36 lakh crore to panchayats
• 16th Finance Commission (2026-31): ₹4.35 lakh crore to panchayats

Budgetary Allocations

• Rural Development Budget: Increased from ₹87,765 crore (2016-17) to ₹2.73 lakh crore (2026-27)
• Tribal Affairs Budget: Increased from ₹4,826 crore (2016-17) to ₹15,421.97 crore (2026-27)

2. Foundations of Dignity: Universal Access to Basic Needs

Jal Jeevan Mission

• Household tap-water coverage increased from 3.23 crore (August 2019) to over 15.91 crore (August 2026)
• 2.89 lakh villages achieved 100% household tap-water coverage under Har Ghar Jal campaign

Swachh Bharat Abhiyan-Grameen

• 12.19 crore individual household toilets constructed
• India declared Open Defecation Free (ODF) in 2019
• 1,288 GOBARdhan biogas plants operational (compared to only 14 in FY 2018-19)

Pradhan Mantri Ujjwala Yojana

• 10.57 crore LPG connections provided to adult women from poor households
• Total LPG connections increased from 14.52 crore (2014) to 33.39 crore (2026)

Universal Village Electrification

• 100% willing household electrification achieved by March 2019 under SAUBHAGYA
• 100% village electrification achieved by 2025 under DDUGJY

Ayushman Bharat

• 45.51 crore Ayushman Cards issued
• 96.43 crore ABHA accounts created for digital health identity

Food Security

Dropout Rate Reduction

• Female dropout at primary level: 4.6% (2013-14) to 0.1% (2025-26)

Gross Enrolment Ratio (GER)

• Primary level: 89.4 (2025-26)
• Secondary level: 81.5 (2025-26)

Beti Bachao Beti Padhao

• Girls' GER at secondary level: 75.5% (2014-15) to 83.4% (2025-26)

Kasturba Gandhi Balika Vidyalayas (KGBVs)

• Sanctioned KGBVs: 3,609 (2014-15) to 5,639 (2024-25)
• Operational KGBVs: 5,133 (2024-25)
• Enrolment increased from 3.52 lakh to 7.11 lakh

Digital Education Platforms

• SWAYAM: 6.5 crore enrolments
